There are systems that allow you to host a FREE or paid classified ad service. You can then tie in to services that will have people send ads by the thousands for a Free placement. On each ad that comes in, you are authorized to add them to your mailing list and send them your offer. It is a shotgun approach, but it can be very effective.

Submitting your ad to all the other Classified pages will only be effective if you know how to deal with the thousands of Spam type offers you will receive.

You need to be diligent with this type of system for it to be effective. It costs $29.95 to become a member, but it is worth it just from an educational point of view.
